Bumps on the penis circumcision line

Recently i have discovered a bump on my penis on the circumcision line.

The bump is brownish circle , smooth surface not irregular or cauliflower like , soft flexible to move without any pain or even pull it out by hand. I got freaked out and went to the local sexual diseases clinic to see what it is.
firstly the doctor use the popsicle stick to touch it , then he says it is not genital wart by his experience, to which it is not like the one i have , he also asks me whether having circumcised before , and then say it is not genital wart.

And now I just discover another bump or not actually a bump , which is also on the penis circumcision line

P.S
I just have one sexual experience with a prostitute ,wearing a latex condom during the oral sex and vagina sex.
The bumps are not itchy or painful
I have had put apple cider vinegar on them , none of them turn white


Question
1. What are these two bump ? skin tag or genital wart or else?
2. What is the chance or would it possible  to get infected with hpv or genital wart after using a probably dirty or second hand/someone/genital infected person used towel  ?

and i went to urologist for the peurinuem pain ,and let him have a look on the bump , his answer is ambiguous: the bump doesnt look like caulifowler , but it could be the early appearence of that evil thing , however the doc at sdc who watch dozens case daily should know whether it is or not

the dilemma is that at first the gp dr says it is ,which freaked me out ,and later the dr at sexuall disease center says it isnt

GP Dr is fine or you could do a dermatologist

the doctor in sdc at the previous visit also mention that the only way to diagnose that bump as whether hpv or not is to biopsy , which it seem likes the doctor doesnt want to bother to do so  , maybe should i make a request ?

what kind of exam?
as i know , there is no approved test for hpv on men other than screnning the suscipious bump.
and screnning was just what the doctor done in my local sexual disease clinc

in addition , i had gone to see a general doctor at general clinc who claim that bump were probably wart , which freak me out and drive me to go to local sdc.

We don't look at pics as we can't diagnosis you.
See a Dr as skin issues can be many things often not a STD, but you need an exam.
