Can this be an STD?

Originally, i thought that i had herpes. I grew tiny bumps all over my scrotum and on the base of my penis. Sometimes they would inflame and sometimes it would go away. But now they have been present for over a year and show no signs of going away. The bumps are not blistery and they never scab over. Some of the bumps are more clustered and rough, these ones appear white. At the time that i first developed these symptoms, i had never had sexual intercourse or oral sex (except for kissing other 15 year old girls who probably didn't have any STDs). I have no idea what to think of it anymore and I'm getting worried. Could this be herpes or any other STD?

If you have never had intercourse or oral then this can't be STD related. See a Dr.
