Can you get an STD while wearing underwear?

I'm a virgin and I'm a person who worries a lot. A few days ago this guy took off his underwear, lifted my skirt and he was dancing on me for less than a minute. I could feel his penis on my inner thigh. He did not get hard and he did not ejaculate so there was no exchange of bodily fluids.

Could I get an STD even though I was wearing panties, and there was no direct genital-to-genital contact, and there was no exchange of bodily fluids? Websites say that some STDs can be transmitted just through skin-to-skin contact, but what does skin-to-skin contact mean exactly?

I may be overreacting, but I don't want to get tested for STDs if it's not necessary. And since I am a virgin, the invasive STD testing procedures seems pretty terrifying to me.

You are fine.  Skin to skin means exactly that. Bare skin on bare skin. You should avoid the internet and go to a planned parenthood or your doctor to at least get the proper information you need to learn about std's.  There is some on this site but you would be better served to get your information one on one from people who deal with them on a regular basis.
