Cuts and Irritation on Penis

I've had some cuts on the top of the shaft of my penis (right below the head) for the past few months. It acts like dry, chapped skin, as it breaks and split more as the penis becomes erect, but it is very moist. The cuts seem to be producing a white-ish yellow lotion-like substance that collects under the head of the penis. It is painful and itchy at times, but there has been no other discharge from the penis other than the substance coming directly from the area with the cuts and irritation. I shower daily (sometimes twice daily) and always give the area a good cleaning, but that white/yellow lotion-esque substance keeps coming back. I've only had sex with 2 girls. I was in steady relationships with both, and both were virgins at the time.

Any ideas or suggestions?
