Cysts around base of penis and randomly around scotum

I'm 17 years old and I have had these cysts that show up just under the skin, the cysts are white and about a millimeter in diameter.
I've had them for around 4 or 5 years now.
I have never had sex so i dont know where they could have come from.
In the long time i've had them, they've not spread anywhere, they are mostly on the scrotum.
Recently i got into a relationship that i really hope lasts, so i would like an answer as soon as possible so i can take the precautions that are needed, any more information that would help, just ask.

I have had something similar most of my life, I found it went away when I was in the army and being in a big bay with 40 guys did not ejaculate for over 8 weeks. This was the only time they have ever completely gone away. I was about to get a vascetomy and hope this might be the answer.
