Dampness under foreskin

I believe I have experienced this for the duration of my life, but my paranoid mind has recently began worrying about this issue.  My penis head is damp, under the foreskin, with a clear somewhat stick fluid.  Sometimes this fluid seems to get onto my underwear and leave a clear stain that sometime dries slightly white.  I have found that after I urinate or get aroused I am more likely to have these spots.  They are about the size of my foreskin opening, they seem to occur where my penis has rested in my underwear.  The "discharge" never seems to be a lot, just enough to make a small spot in my underwear.  Even at times I either don't notice or my gland is dry. Basically I am concerned about this a symptom of an STD.  I have had the same (monogamous) partner for the last two years, and we have always had protected vaginal sex and (not for an extremely long time) some unprotected oral sex.  I have recently been paranoidly tested for herpes and other stds (a blood test I believe it was inclusive) they came back negative.  I guess I want to know if I should visit my Doctor again, I would rather not because I feel I have developed full blow hypochondria.  Thank you and sorry.

I'm doing some research because my pubescent son has had a similar issue recently.  I am unfamiliar with foreskin issues because I'm one of many men in the USA who were circumsized at birth (as was my own father.)  What you are seeing sounds like a fairly common thing, based on what I'm reading, but decreasing the fluid discharge may require a change in hygiene habits.  Apparently if you gently rinse/wash away (just with warm water) the smegma (waxy white natural secretion that can build up under foreskin) on a regular basis (in the shower or bath) this fluid discharge will decrease or disappear.  Of course this entails pulling back the foreskin which can apparently require time and patience; if it hurts, stop and try again later, with gradual progress leading to improved access to the area where smegma is collecting in excess and thus trapping sweat and etc., which then leaks out later with any physical manipulation or randomly.     BTW smegma is a normal, protective substance, but sometimes can accumulate a bit much and cause these sorts of discharges.

Also, sorry, just to add; I don't believe I have any other symptoms of anything.  No swollen lymph nodes, no burning whilst peeing etc.
