Discomfort

About 5 months ago I had unprotected sex 3 times w/ someone I didnt
know their sexual background.  About 4 months ago I went and got STD tested, postive for chlamydia gave me one dose of something said I'd be fine. About a week later the burning when I urinate is gone but the an area just under the head of my penis about half the size of a dime starts to feel different, not really burning or pain, just kind of sensitve. There may be a little bit of redness in that area but I really cant  tell for sure. My questions:
1. Can a herpes outbreak last for 4 months w/out developing any blisters?
2. The health department and Planned Parenthood say that they cannot test for herpes unless there is something to swab.
3. How likely is it that its balantis (im circumcised)
4. I did notice that there were a few bumps here and there in my pubic area, nothing alarming, I assume everyone gets one here and there every once in a while. I really started inspecting the sensitve skin under the head of my penis, there were these really small black things (could barely see them) that were stuck there,
I found maybe 4 or 5 and the were really hard to scrub off could that be scabies and not have gotten any worse over 4 months?
5. Is a dermatologist who i should see.
I got retested for clamydia (chlamydia), etc.. again just to be sure, now im waiting on the results.

btw was the HIV test accurate after only 4 weeks?

1) No, this almost certainly isn't herpes.

2) Accurate blood tests for herpes are available; your health department may not offer them, but they should.  (Tell 'em I said so!)

3) Balanitis is a very nonspecific term, with several causes.  But typical balanitis--due to yeast, bacteria in uncircumcised men, etc--sounds unlikely.

4) Not scabies, but I would wonder about pubic lice (crabs).  But they usually are in the pubic area, not the penis.

5) A dermatologist is a good idea.

6) Yes, moder HIV tests usually become positive--if infection is present--within 4 weeks.  There are exceptions, but they are rare.

From what I was told by the clinic I went to yesterday is that MOST HIV tests are accurate at about a month.  It is not 100% though and you should be retested in another month or so.
