Dry red itchy penis head

Hi i havent recently developed a very dry itch penis head at first i had some small cuts at the back of the penis head where it meets the shaft followed my a very red and itch penis head and at first there was a lot of dead white looking skin coming of the penis head this has since stoped druing this stage my penis was sore to touch now the cuts have healed and there is no longer dead skin comming off but my penis head is still very red and dry and it almost looks slightly cracked
just wondering if you have any suggestions as to what this may be and a possiable soultion
