False Negative or False Positive?

My wife is pregnant and tested positive during a routine syphilis screening.

The first test was RPR positive with a 1:2 titer.  
On her retest, she tested RPR positive, with a "reactive minimal" FTA

At this point, I got tested for syphilis at an std center and the results came back negative with a  RPR "nonreactive."

My wife was tested for a 3rd time and the results came back RPR positive with a "nonreactive" FTA with Titer 1:2
On her 4th test, the results were RPR positive, nonreactive FTA with titer 1:1

This is strange because we have been married for 5 years and on her first pregnancy 4 years ago, nothing came up.

She has been referred to an infectious diseases doctor and we have an appointment soon.  What could the results mean?  And could my results have been falsely negative?

it's a low positive she had which is why the 2nd testing was done which was negative.

What do the titer ratios represent? What is the significance behind them?

actually odds are she has a false positive.
