No it doesn't sound like herpes. Typically there is pain associated with a herpes outbreak. If you were having a current outbreak you would test positive for herpes.
You would have no other symptoms from HPV other than the warts.
There are many common skin conditions that are not related to sex at all.
The only way to know what you have going on is to see a doc. If it is warts then you can start treatment, which is best to start early because then it takes less treatments. If there is any question as to what this is you can request a biopsy to be sure.

If you do have warts due to HPV it is not from this experience. Warts are transmitted via skin to skin gential contact and they usually don't show up at the earliest 3 months post exposure. You need to see a dermatologist to know what your bumps are.
O yea to add more detail i have to pull my skin back to see them an they dont seem like they can be busted or anything its been 3months an nothing has changed but they are not leaving if not std wat could stay there that long
