if i am having oral sex with female partner that was vaccinated for HPV and she comes is sexually exposed to someone that has hpv can she then transmit HPV to me or does her vaccination prevent her from carrying it thanks

No worries. She cannot be infected with an HPV strain covered by the vaccine, and therefore cannot transmit it to you. In any case, oral sex is low risk for HPV.
