Hand-Genital Contact

Hello,
I was wondering if someone could explain to me why hand-genital contact is safe. I am worried that after giving a hand job with no fluids or cuts is safe. Many sites say that Herpes and HPV can be transmitted in this way because they require direct skin-skin contact. Am i at risk for any STDs????

So in the case that the person had HPV or herpes would i have anything to worry about?

The hand is a very tough part of the body, thick skin. Any wart is considered HPV, but vary of you get anything on your hand.
