Help, is this herpes?

I'm 21 years old and about 2 weeks ago i had sex with some one I just started to see, During intercourse the Condom Broke and I think she was just finished with her period so there was a bit of blood if that effects it more, well anyway she said she was tested and clean, but the day after I the base of my penis was real dry and raw. The Day after that I noticed i started to get little red bumps on the base of my penis with white tips on them, They werent Exactly clustered two were close but the other was on the other side of the shaft. After noticing this I called the doctor immeditately and made an appointment that day. The Doctors first thoughts when he saw them was herpes untill he popped one and told me they werent herpes but just pustules and to use neosporn on them. So I do that and about 3 days later some of them are healed but then I notice theres a new on the middle shaft of my penis and 2 on my scrotum slightly spread apart from each other. So I call my doctor and he gives me a prescription for medication which was Azithromycin and Bactroban Cream. 5 days have past since i took the medicine and been using the Cream and there almost completely gone. Does this Seem like herpes to you? or Maybe Warts? Thank you.

Actually Recently theres been a very Small amount of Clear Penis Discharge.

The lack of itiching and burning, along with any discharge doesn't sound like herpes to me.  It could be anything from irritation (you did say the condom broke) to pimples?  Yes, many men (including myself) get those on our penises, regardless of sexual activity.  Those are not symptoms of an STD.
Herpes usually appears as a red blisters (not pimples).  And, as the Doc said, the symptoms you are describing are appearing a bit soon for a herpes infection.

Oh and the bumps dont really itch or burn or anything, There slightly senstive though, Along with My lymph nodes aren't sore.

Neither herpes nor any other STD can start to cause symptoms within 24 hours; on that basis alone, your symptoms could not be due to herpes acquired during that sexual exposure.  Further, your description of the condition, the opinion of two doctors that it's a bacterial infection, and the response to antibiotics are overwhelming evidence against herpes.  And you certainly do not describe anything that suggests genital warts.

Sounds like your docs are on top of things.  Follow up with them if the problem persists or recurs.
