Herpes or Folliculitis

Hi - I've only ever had protected sex with multiple partners.  About 3 months ago I noticed a white bump on the base of my penis that at first I thought was an ingrown hair so I picked at it and couldn't find the hair. The bump came back and about 3 or 4 other bumps appeared around the area, and the itched like crazy.  This is the area where I shave. I went to my doctor and he diagnosed it as folliculitis and did a herpes blood test which came back negative. I was prescribed antibiotics and after a week or two it all cleared up.  
Now recently, I had protected sex again with a different partner and a day later I noticed in the same area as before that it was becoming red, the next day about 5 white bumps showed up that grew bigger into a cluster of white bumps on a red inflamed patch of skin at the based of my penis, again they itch a lot.  I've yet to go back to the doctor.  Could this be herpes or can folliculitis return in the same area?  Does herpes itch?

It might be herpes, and you should see your doctor promptly for an accurate diagnosis.

I can't tell you what to use on it because you don't know what it is.
