Herpes or something else

About 3 months ago multiple small bumps appeared on my penile shaft , after first week of noticing them I went to urgent care, doctor told me they don't look like herpes and said I should just apply anti itching cream  ( bumps never itch ) lesions would be gone in 2 weeks . hydrocortisone didn't do anything , then after a month I went to my primary Doctor , after looking at lesions she said the same thing it's not herpes but she prescribed me acyclovir anyways, I was applying Zovirax for two weeks lesions was getting better but still persists, later I got 2 more bumps , I can't figure out what it is , they don't hurt don't itch. what can it be ?

you have a lingering genital rash.  Pretty easy to tell the receptionist the reason for your visit.

Got blood tested for herpes , results negative for both hsv 1&2 , but still can't get rid of lesions , referral to dermatologist doesn't go through my insurance , I feel little uncomfortable calling dermatologist office and explaining over the phone the reason for visit , any advice

these aren't herpes symptoms. Your description of them doesn't even begin to match up with herpes. Your doctor erred in prescribing you zovirax ointment which isn't effective for genital herpes lesions anyways. You should think them for wasting your time and hard earned money.

Since these aren't changing at all even after the application of a topical steroid, odds are they are normal bumps. Our genital skin is very tender and it certainly is never  completely smooth. If anything, apply a barrier cream like aquaphor ( or any diaper rash cream ) to help soothe and protect the skin. If the skin starts to get red or itch non-stop, be checked out to make sure you don't have jock itch ( summer sweating tends to cause it ).

My primary Doctor couldn't tell exactly of it is , but I don't know why she didn't tell me I need to take blood test, I called the doctor office and asked for referral to a specialist,

Hi, to absolutly rule out herpes, have the sores swabbed and a herpes igG blood test. Most often topical genital skin issues are fungal related. What do the doctors say they are?
