Hello....

I first developed a redness on my scrotum a little over 2 weeks ago.  It is about 1/4" - 1/2" wide in diameter. No blisters have formed, but I do feel a tingling sensation from time to time in my scrotum, and I have some lite muscular aches in my legs and abdomen.  

The redness has not really changed since I noticed it over 2 weeks ago.  Is this common?  If it were herpes, wouldn't a blister have formed by now?

Herpes would not cause simple redness, irritation, or tingling of the scrotum; not the aches in legs and abdomen.  Further, if the scrotal red spot were herpes is would not continue more or less unchanged for 2 weeks.

I can't tell what you have, but it isn't herpes.  You'll need to see a health care to know what's going on.  Alternatively, a harmless self-treatment would be to try one of the over-the-counter antifungal creams; look for the products for jock itch.  If that doesn't clear it up, definitely see a health care provider.
