Ingrown hair to wart?

I had an ingrown hair on the shaft of my penis a while back.  After essentially yanking the hair out and messing with what essentially was a small circular wound about 4 mm wide it turned into a bump.  I don't know if it was a skin tag or a wart.  It eventually got smaller and is now almost completely flat.  It is much darker than my skin color.

More recently I had another ingrown hair closer to the base of the shaft on the superior side.  I again undid the ingrown hair, I suspect it was infected.  It then also turned into a bump much darker than my skin tone.  It is still there.  I did the vinegar test and it did not turn white.  From what I understand there can be false negatives with the aceto white test.

Any recommendations? If I get tested for STDs, namely HPV, and I come back negative, can I rest assured that it is not a genital wart?  I don't have easy access to medical help other than a nurse that I don't have the best faith in.  She probably wouldn't know what it is and send me to a urologist that would charge me an arm and a leg.

No you can not rest assured it is not a wart, only a Dr can give you a proper diagnosis. So my recommendation is to see a Dr.
