Red streaks can indicate a bacterial infection, and you should follow up on this.
The apple cider vinegar treatment isn't all that effective even if it was warts.

A "red streak" is not a symptom of HPV. Most people with HPV have no symptoms at all. If they do, symptoms include genital warts, and for women, abnormal pap smears. I don't think that the high-risk strains cause warts. But in any case, HPV is very common. If you are sexually active, chances are you have been exposed. In most cases, it causes no serious health consequences (especially in men) and will clear on its own.
Whatever your condition is, it's not due to HPV. Go to a doctor to get it checked out to rule out any other infection.
