Is this Herpes

I am a male who had unprotected oral sex just under a month ago and two weeks later I began to experience a burning sensation when I urinated. My urethra did not seem to hurt that much apart from urination events. Over the following weekend I started to notice clear, watery drips percolating from my penis tip and continued burning when urinating + some frequent urination and I should add that I never experienced any itching or continuous burning sensations. I did masturbate once during this time and did not feel much pain but noticed large amounts of pre-ejaculatory fluid or watery discharge exuding. By Thursday evening I began to feel a lower and middle back-ache, and an ache in my legs accompanied by hot and cold chills and lower abdominal pain. I am not sure if my lymph nodes were swollen but by pelvic area and bladder seemed to ache and feel tender. Back and muscle aches seem to have settled but my testicles seem a bit larger and are hanging lower than I would say is usual with tenderness in the connected area of my lower abdomen. It seemed during these days that I was urinating limited amounts of fluid and I also noticed small amounts of yellowish/white discharge stained within my boxer shorts. I should add that I have routinely inspected myself for external lesions and rashes over the entire period – nothing visible.
Ghonerea and Chlamydia urine test results were both negative. Doctor examined my penis and agreed there were no sores visible, urine sample showed blood in my urine and cloudy dark colouration, but oddly enough no white blood cells. Two swabs of my urethra at the opening of my penis for (chlamydia and ghonorea)  - prescribed me ciprofloxacin. Cultures came back negative for bacteria (Chlamydia and Ghonerea) which seems strange. Three days on the Cipro and I do seem to experience much less burning in the urethra but I do still feel a dull ache in my pelvic area as well as lower back, and my legs do feel weak at times.

I just don't understand why I could have such pain durring urination for two weeks, mild discharge, blood in my urine, frequent urination, back, left leg abdominal muscle and pubic pain and then have completely negative results for bacterial infection and no white blood cells in my urine.
