Is this an outbreak?

I have HSV1 and HSV2, and for the past 3 months I been aware of my skin and lips etc... About a month ago my neck was itchy and a little dry pink patches. Is this an outbreak??? Now a week already I have it again, same thing.
If not, could it be just a reaction to something new? Like detergent, perfume or soap. And I notice tiny bumps on my lips ( sandy like bumps) Please if anyone have some answers please help.

an itchy neck isn't likely to be due to herpes.

is it really common for HIV + to have itchy skin on neck? that's what I found out online that itchy skin is a sign of HIV.
Are they usually mild or extremely noticeable the itchy skin?

Hiv is also one of the very last things I"d be thinking of if my neck is itchy. It can be an allergic reaction, bug bites, fungus, bacterial infections - all sorts of things that have absolutely nothing to do with hiv or herpes.
