First, I agree with your doctor: the only thing known from your current blood test result is that you are infected with HSV-1 (like half the adult population in the US), or with HSV-2 (like 20% of all adults), or both. And indeed 7 days is much too soon for antibodies to develop; it takes at least 6 weeks and often 3 months or longer.
You overreacted. Your risk for herpes from the exposure you describe was zero, for practical purposes, and the symptoms you describe do not suggest herpes; they sound like genitally focused anxiety, nothing more. If your HSV-2 test is positive, it will be from some previous exposure, not the commercial sex event you describe.

during the day once in a while I feel itching, maybe tingling – but I have a feeling this is mostly because I am thinking of it to much.
As per the area of genitals I never had anything to suspect, especially the last 4 weeks I've been inspecting the area around my genitals 5 to 10 times a day
For the first 2 weeks after intercourse I felt tingling and burning sensation on the top of my penis inside urethra- and I don’t think I felt any burning feeling when I urinated. Right now on and off I feel a little burning sensation on the top of my penis inside urethra, but when I urinate I don’t have any burning feeling

The vague burning sensation of your penis doesn't suggest herpes. If you're not having sores, you don't have herpes.
I am not sure should this be a sign that HSV 2 definitely is out of question just to make sure everything is OK I think I should do another blood test for HSV 2 between next 4 to 8 weeks. Since I still have this on and off burning sensation on the top of my penis inside urethra and sometimes itching sensation I am going to be tested for chlamydial infection or nongonococcal urethritis.

I delayed for a month now, but after I told her about my negative results I don’t think I can persuade her to wait another month
