Im not sure what this is but i was engaged in handjob a few years ago and from this other girl like last year
ive never received a blowjob nor sex

At my glands it looks like their raised or something like lines
its only in that area on my penis head
its above the pee-whole

my penis head is perfect only that area is weird

A doc perscribed me desocort to use for 2 weeks i used it for like 5 days and there was no reaction from the cream but im gonna keep putting it on to c what it is
i honestly dont think its a wart cause i hvnt had contact there from anyody

You can get symptoms anywhere on the genitals, so it isn't surprising that you have that where you do.

i just looked at one of the symptoms again , my foreskin is a little bit tight to pull back but if this is cause by yeast how come my redness and dots are right above the urethra whole

i Have raised glans that are like dot/line and its red in that area ... hopefully this is some fungul problem..

Fungal infections happen all the time for what seems to be no apparent reason.  Nothing to worry about.  Google balanitis, and I bet you'll find symptoms that are similar to yours.

im putting on antifungal cream for 1 week , the doctor said its fungus i honestly dont know how i supposedly got this .. its red with tiny dots i guess he said its fungus he said im more likely to have this cause im uncircumsized .. i always wash myself carefully .. i have a doc app on dec 11 lets c what the hospital have to say

It might be - it depends on what is causing it.

You need to follow up with your doctor.

If the medication isn't working then you need to return to your provider for further evaluation.  the cream they gave you was a topical steroid to help decrease inflammation. It wouldn't make a wart bigger or anything like that.

I used desocort for 2 weeks to see if warts were indeed my problem but the cream did not make the " warts " get bigger whitch meens they cant be warts

I used 1% something anti fungal cream and that didnt change anything ...

i dont know ..

I'd let symptoms clear totally before oral but a hand job is fine now.

You should google pearly penile papules to see if that fits.  If it doesn't, it could just be fungal and maybe you need to keep using the cream, or follow up with your doctor.

Its not an std - you haven't done anything to put you at risk.
