Penis tip skin is dry w/ red irritation

Hi there - I had intercourse with a woman 3 days ago and used a condom.  However, we did perform oral sex and manual stimulation on each other without any protection.  I noticed this morning that the head of my penis seems to have very dry skin.  Also, around the opening of the penis, there is red irritation in small blotches (look to be under the skin, not raised).

Any idea what this could be, other than the irritation, I have yet to show any other strange symtoms (symptoms), but am worried about herpes or gonorreah.  Do I need to see a doctor?

Hard to say.  This sounds more like physical or chemical irritation (especially if you used a condom that contained the spermicide nonoxynol 9) than an STD.  And the condom almost certainly would have prevented STD acquisition, especially right at the tip of the penis.  If you develop discharge from the penis, painful urination, or if the red spots turn into blisters or sore, of course get examined.  But it's probably safe to wait a few days and see if the symptoms clear up.

Thank you for your help, doctor. I did indeed use a condom with that chemical in it, plus the oral and manual sex was a bit rough, so that may have contributed.  

A few days after my post, everything seemed to heal normally.  It's been 12 days since that experience and so far, no painful urination, discharge, or development of lesions or scabs.  I sitll have a bit of anxiety, so I may head to a clinic just to set my mind at ease (although logic tells me not to worry).
