Pimple on Penis shaft

Hi, about 3 weeks ago I noticed a painless pimple-like bump on my penis shaft (located at about an inch up from the base). I am sexually active but I ALWAYS use condoms. My penis skin has always had those tiny white spots (which I assume are normal) and the pimple seemed like one of those became inflammated. I have to say that I had been masturbating a lot that weekend. It wasn't very visible and it started to get smaller but then one day I woke up and it was bigger and more visible and I had a very little pain. I guess I was masturbating a lot around those days too. Now the pain is gone but the pimple looks more like a small blister (the skin is shiny in that area) and I have been too embarassed to go to the doctor because she is my age and very hot (it's silly but it's true). Does that sound like it could be an STD? I have received oral sex without protection but used a condom to perform vaginal intercourse.
