About 7.5 years while in the military I sex with a woman I met in a bar. I wore a condom, but about 2-3 days later I had a pain in my penis, no visible sings on the outside, I went to the doc and they gave me a pill for something and swabbed me. No discharge or anythig like that just a burning. Went away about 4 days later. The doc said it was UTI.

I have been married for the last 5 years, and it has ended in divorce now, and now I keep getting a rash on the tip of my penis that burns a little but, goes away then comes right back, this has been going on for about 3 months now and has me quite concerned. My wife used to get yeast infections every now and then, and she said she had one right after we split, about a week after we last had sex. Could this be a yeast infection on my  penis. I sprayed jock itch spray on it, it didn't do anything but burn. It has me worried since everytime I masturbate i get a rash now, could I be irritating it and causing outbreaks? Also my scrotum seems to get a rash now about every couple of weeks too.

Whatever went on 7+ years ago almost certainly has nothing to do with your current symptoms.  A frequently recurring rash at the penile tip indeed suggests the possbility of a yeast infection, especially if you are uncircumcised; or herpes (unlikely); or something entirely unrelated to either of those.  A rash on the scrotum certainly isn't due to any STD.

The obvious need is for you to see a health care provider knowledgeable about STDs.  A good place to start would be your local health department STD clinic.
