Possible Herpes?

Hello Doctor.  About 10 days after having genital rubbing with a street worker I felt this tiny, 3cm painful blister on my penis.  The blister appeared in the area where the genital rubbing took place.  The blister only hurt when I touched directly with my finger, besides that I never felt it when running or anything else.
Three days after it appeared the pain almost went away, and now 7 days after there seems to be a tiny pen point whitish dot, but its not painful.  The redness its basically gone and it seems to be dissappearing.
Could this be herpes?  I have no other symptoms then the ones described here and no itching ever occured in the area of the blister.
