Red bumps on penis and thighs?

I about one month ago I noticed what looked like irritated hair follicles on my upper, inner, left thigh. They would pop up an then start to itch terrably. I tried not to itch but inadvertantly some got scratched to the point of breaking the skin. After about one day the bumps would decrease in size but the bump would remain red. These bumps are never bigger than a pimple. A week passed and I noticed my right thigh started to show the same "rash". Reciently I got three of the same bumps on my scrodum and one on the tip of my penis. I went to my doctor and he didn't seem concerned. Do you have any idea what this is that I have possiably contracted?
