Red dots on shaft under foreskin (no discharge)

I am a 29 year old healthy male, uncircumsized, keep clean.

About 2 months ago, I was at a party and had a few too many drinks. I dont party and neither do I drink alot, so that party was not good for me. I had a sexual contact with a woman there, who perfromed oral on me (without condom) and later we had sex (with condom).

(Day 2)
Within a day, I started to have itchiness on my penis. I was very scared and bad thoughts started to invade my head. I noticed small red dots ONLY on my penis shaft under the foreskin.

(Week 1)
The itchiness stayed and after about a week, I went to my general doctor and got all the tests done. All results came back negative.

I noticed a cycle, where, I would get red dots on my penis, these would become white dots, skin would peel and heal itself. The red dots would come again and cycle would continue. Never ever have I had any sort of discharge as far as I have noticed.

(Week 2 & 3)
I had an appointment with my urologist (prostate enlargement) and I happened to mention him about my penis condition. He took a look and quickly told me that I have 'yeast infection' and prescribed me a cream.

(Week 3-6)
For the next three weeks, I used the prescribed anti fungal cream but I did not notice any help with the red dots and the "cycle" above continued (red dots.. white dots?.. skin dry.. heal).

(Week 7-8)
I surfed the net and found more and more problems that I could potentially have. I came across a mention of a cream Nerisone, which I actually use for my hand itchyness, some condition that I had developed last year, possibly eczema. I decided to test and use this cream on my penis shaft, where I had the red dots. I applied the cream at night and within a day, all the red dots were gone!!! I continued application of the cream for about 2-3 days and the dots etc completely went away. I stopped applying Nerisone as I was applying this without a doctors consent, plus I know its a steroidal cream. After about 3 days of not applying the cream, I am noticing that the dots are slowly coming back slowly...

I am scared to death and would appreciate some suggestions. If you think this is NOT a specifical medical disease, please do share that with me as it would atleast get me to sleep at nights. Obviously, your suggestions are only suggestions and not anything you would be held liable for.. I just need a peace of mind until I find out what this really is.. help?

All I can say is this is not going to be a STD. Based on testing and symptoms. Try posting in the dermotology community.
