Redness and dryness on the shaft.

I have a boyfriend for the past 8 months now, we have only been with each other, and this is the second time this has happened, it seems he has redness and if he looks at it for too long it goes real dry and very quickly, he is scared that it might be herpes, I thought it could be an irratation, but then again i have no idea, so I hope you can help...Also we dont use condoms because I am on the pill, and I have been tested before we started dating and I had no STD or anything like that. So I'm hoping to rule out STDs, Thankyou :)
