your hand to her genital area is fine, her hand to your genital is fine. body to body touching is fine. genital to genital may not be okay. your mouth to her genital may not be ok, her mouth to yours may not be ok.  
use a condom if you u want to be protected from herpes.

hand to genital either way also is probably very safe.
condoms are not 100% protection.
