If a sex toy is properly cleaned then no risk. the only risk would be if you are sharing a sex toy with other partners and mostly during that same encounter. For instance if your partner uses a sex toy on herself and then uses it on you soon afterwards - even though you had no skin on skin contact, is she had a std, you could get it. If she used her sex toy, cleaned it properly and stored it and at one point pulls it out to use on you, not a risk. make sense?

The answer to you second question: not all STDs are bacteria. Some are viruses. Hep B for example can live a little longer than HIV, but not long enough to be a cause for concern. The viruses die way faster (instantly in air) than the bacteria.
ONCE OUTSIDE ITS HOST (PERSON), with no medium enviroment or a place like a sex toy as your question asked:

Chlamydia, gonorrhea, syphilis all die very fast, matter of seconds.
