Shiny, red spot on penis head

Sometime in August, I had unprotected sex.  About the middle of September, I noticed a red spot on penis head.  Spot was smaller than an eraser head.  I saw a doctor who tested for syphillis (syphilis) and herpes, both negative.  (Otherwise he did not know what it was or did not venture an opinion.) The spot does not hurt, itch or cause any reaction. It is flat.  Several times, I have been able to peel off a light colored covering.  It seems to be diminishing in size but is still there and if you get the light right, you can see a slight shine.  What does this sound like and should I see a dermatologist or urologist?  Thank you.

Very hard to say without seeing the spot.  Lichen planus, a superficial (and harmless) fungus infection sounds possible.  I agree an STD is unlikely.  If it persists, see a dermatologist, not a urologist.
