Should I let my partner know...

I was just diagnosed with Genital Warts and I am now getting treatment.  Do I have to let all future partners know that I have had Genital Warts in the past if I have not warts at the time?  Since one is not contagious while there is no warts, is it necessary to alarm someone?

There's no clear answer.  While you have overt warts and perhaps for a few months afterward, the chance of transmission probably is somewhat higher.  In general, it's probably better to tell rather than risking the discomfort, accusations, etc that may come up later if your partner(s) get warts.

It is not necessarily true that a person "is not contagious while there are no [visible] warts".  But the risk is lower, especially after a few months go by.  Certainly after 6 months, you don't need to inform future sex partners.
