Slight pain/discomfort/irritiation at the tip of penis accompanied by two mysterious marks

I have had very small red mark on the rim(circumsized) of my penis for as long as I can remember this is on the right side of the rim facing me. The red mark is always irritated by my boxers of if I wear jeans/khackis. It is very tender to the touch. On the back on the right side near the opening there is a what looks to be a very small bruise that has also been there for as long as I could remember. A few months ago (first week of september) had protected sex with a girl but became worried I contracted something so I worried about and beleive it made me hypersensitive of the area. But for the past 2 months the tip of my penis where the bruise is located has been giving me pain (scale of 1 to 10 a 4) especially when I walk or run. I try to walk as little as possible because when my penis rubs against my boxers its very irritating. Also if I masterbate when I ejaculate the skin on the head of my penis cracks and gets dry. After this is is usually more irritated then before and dry. I am just wondering if you have any idea what my problem is and if there are any solutions to this.

It is not std related. You should consult a doctor since it causes you discomfort.
