Small bumps

I have some small red bumps on the shaft of me penis. I am so worried I bought a at home HIV test test which came back negative. I've had a ongoing issue with these for a few months but just recently it has gotten worse and they appear more frequently and are not disappearing as fast. I'll add this photo and any information as to what it might be would be appreciated  also th bumps have began to itch like crazy

No liquid.. It's more like dried skin when I try to pop them with a knife

I say go see a doctor. I can't tell you what they are. But they could be herpes, only thing is that herpes would leave sores and liquid come out from them when popped.

They irritate the heck out of me. They don't seem to leave scars and I've been putting mupirocin ointment on them. (This I got from a oyster rock cut a few years back. I

I have some bumps that are much smaller than these, I can easily identify mine as fordyce spots from the research I've done. But yours are much bigger. Do they cause any irritation? Do they leave scarring? If so, they might be herpes. If not, then I would go see a doctor just to know what they are. I'm not a doctor but I hope I helped somehow. Good luck and God bless.
