Someobdy please tell me what this is

I got this bump on my Penis a week ago, I poped it and white matter came out. It was red and sore for a few days. Now the swelling has gone down and it is painless. However, it is still raised above the skin and it feels as if there is fluid underneath it. Should i pop it again with a needle of some sort? I have had one before and it went away in a few days but this one will not budge, any help is greatly appreciated. I have pictures available as well.

It sounds like it could be.  Since you have had them before, you should still follow up with your doctor.  They are caused by bacteria, and if they recur, you might need an antibiotic.

Well i didnt actually pop it, it kind of poped itself while i was in the shower. I am starting to believe that this may be a boil?

Never pop things like this.  You could spread whatever infection is causing it.

You should just get this checked by your doctor.  If money/insurance is an issue, you can try your local health dept, std clinic or planned parenthood.
