Std or what?

Okay I am a 18 year old male,circumcised and since I was 15 I got these little pen drop sized pimple looking things around the corona of my penis they have never gone away never gotten bigger or smaller,they are flesh colored and sometimes red,get red when I'm erected ,no boils,no warts,no open sores,no blisters or anything like that.When I was 15 I only had sex one time with my old girl friend and I used a condom,didn't have anything after that,when I first got it I would Masturbate a lot back then and I used soap to do it and didn't wash it all of or sometimes shampoo and didn't get it all off,and my penis got those little pimple looking things around the corona and around my shaft shed after that I didn't use soap or anything anymore.I still have the pimples 3 years later they never gone away never gotten bigger and never spread,My question would be is this an std,a yeast infection,or balanitis?
Please help me

You have previously posted, possibly under a different screen name and I believe I told you the same thing in different words.  You are not going to get around it.  You need to see a doctor about this so you can properly figure out why you have these bumps.

For proper diagnosis you would have to see a Dr. Most of the time bumps like that are not-STD related and I would guess in your case for that to be true.
Try to google papules and see if that is it, if not like I said you would have to see a Dr.
