Both of my inner thighs are covered with bumps that go up onto the side of my scrotum as well.  it has been apprx 10 days and they are not showing any signs of healing.  I do not have any blisters on my penis, but there is some redness that comes and goes.  I have not experienced any pain, only discomfort when walking a lot.  My concern is that I did have unprotected with a past girlfreind that has herpes.  I have been tested once months ago with a negative result.  She has since moved to another state and we will not see each other again.  She always reassured me that she experienced prodome and was aware of outbreaks.  Please advise if you can.

A rash involving both inner thighs almost certainly is not herpes.  Folliculitis (hair follicle infection) and a similar but more complex condition called hidratinitis suppurativa sound more likely; or the chronic dermatitis often seen in overweight people, due to continued moisture and continued rubbing of surfaces that in thin people don't rub so much.  (I don't know that you are overweight--but your symptoms suggest that possibility.)  See a health care provider.
