Syphilis lesion on intact skin

Hi. This question has been asked by others before, but I have been unable to find an explicit answer. I am wondering if a syphilis lesion ("chancre") can pass the virus through intact skin, such as the one on the base of the penis shaft. The wikipedia entry (and some other articles) read that this is only possible through "intact mucous membranes or COMPROMISED skin." In other words, if during protected oral, the lips of an infected partner with a lesion come into contact with the penis base (the area not covered by the condom) of an uninfected partner, is there a significant (i.e. measurable) possibility of infection? Thank you.

Maybe a small possibility, but such transmission is very rare if it occurs at all.
