Tiny bumps on Penis head

HI, I have these tiny little bumps on my penis Head. No they do not surround the crown of the head of anything. They seem to be on the head. anyways. they are very small. Like really small. i can only really see them if I ben my penis in a certain way that the light would help it show. Also if I use my finger nail to  sort of scrap it up ward I can get a better look at it. other wise they are so very hard to see. I am not sure how many I have but I would estimate about lets say 10. some are by each other, others are not.
so far. on two occasions I have had skin around some of the small bump areas to be sort of dryish.
I awoke this morning and found that my skin was dry and white looking in an area where there were 4 tiny tiny bumps.
After I took a shower the white dry skin was gone. But still why was it white and dry? and on two occasions? Anyone else ever hear of these tiny little bumps?

thanks a lot for the responce but
Last time I had sex was with my then girlfriend a year ago. and i barley if ever touch them. Just today i noitced that my skin was very dry in that location (again) And i am starting to worry if it might be something serious.
A few months back I had shown my DR. these bumps and he said quote "Std's, mainly genital warts are so visible that you do not have to strain your eyes to see them like you have to with this. After a while they can grow in size but this isn't really anything"

But i still don't get the dry patch part. why again? same spot? I once saw a post before where a guy mentioned the exact same bumps on his penis but he didn't mention anything about a dry spot. His DR's response were about the same and that this may not be an std.

But it still freaks me out. can anyone shed some light on this topic I couldn't imagine getting an std from my Ex. I have only been with two girls who were clean.

Hi, to be honest they seem a normal part of your penis and could have started off as blood engorged pores but with all the scraping and scratching youve caused them to become irritated. Other than that, if your sexually active and not using condoms, maybe a fungus infection like yeast.
