Welcome back to the Forum. It sounds as though the lesion you describe is not on the testicle but the scrotum. The distinction is an important one as if it is truly on the testicle (an internal structure) it should be evaluated.
If, on the other hand, it is on the scrotum, I suspect that there is little to worry about. The time interval since your last exposure is a bit long for most STDs and what you describe is typical of folliculitis of cutaneous cysts, both of which are relatively common on the scrotum. If you are concerned, my advice would be to have your doctor or the folks in your local STD Clinic take a look and make an assessment after that. As I said however, this really is not too suggestive of STD. EWH
