Weird Pimples on testical area

Ok i have searched all over the net and have found lots of diffrent reasons this could be but none are really narrowed down as to what i have...

So i am 18,About 2 years ago i had sex for the first time it was not long after i noticed these whitehead/pimple things start showing up on my testicles. They have been there ever since and they have just recently started getting worse. At first i thort maybe its just acne but i dont think so anymore, if it was just acne would it not have gone away by now? I then thort maybe it was because i shaved down there so i stoped that for 6 months but made no diffrence... I would have gotten onto this earlier but i guess i have all ways been worryed that if i did look into it it would be bad news. so i basicly thort its time to bite the bullet and ask. If anyone knows what this may be please tell me as i am worryed.
