Weird rash/marks on Penis only after sex - then goes away

For about the last month or so, almost everytime my girlfriend and I have sex, I develop a weird rash  looking thing on my penis. SOmetimes its 2 marks ( in the same place everytime), then sometimes its the 2 marks plus a few dots everywhere. I do have herpes, but this is nothing like it. THis is why is makes me question it. The marks are not raised, there is no bubble or sore, and they go away with time, anywhere between 1 and 24 hours. After they go away it kinda looks like a scar, just a little darker than the rest of the skin. They do not really itch I dont think, and it doesnt burn. It worries me though becuase I dont want these marks on me everytime.

I went to my Dr. and she told me to put some cortisone on it which didnt really do anything. Im going to go back, but the thing about it is when I go to the DR they are not there, they have usually disappeared by this time.

Also, we dont think they are friction marks, because my girlfriend is well lubricated...also she just started the NUVAring about the same time this started happening happening, we thought it was maybe that. But last night we used a condom and it still happened...

Any help please!!

Im going to primary physician..whats wrong with that...what you recommend the ER or something? Whats a "real" hospital?

Just go to a real hospital and get examined, also get a blood test.
