What is causing this?

around the beginning of March I had sex with a girl. Most of it was using a condom, some not. She gave me oral with no condom also.

A couple weeks later, I started getting a little irritation from the tip of my penis. I Only felt it when I was sitting or lying down. i.e when my penis was in contact with my boxers. It kind of felt like it was pulsating. It also felt like liquid was coming out, but when I checked nothing was there. Also the most weird part is that it only occurred after I Masturbated. It would last the rest of the day, then the next day if I didn't masturbate then I would be fine.

It went away for about 5 weeks so I thought it was fine. then I came back. When it first happened, I thought it may be a UTI but then it came back. What could it be?? I also got tested, for Chlamydia, Gonorrhea, HIV, Syphilis, Hepatitis and some others.
