bumps and discoloration

I'm a healthy 22 yr old male...recently in the past 3 months I have noticed a few bumps(flesh colored growths) on my scrotum and also some spots/patches of discolored skin. I have no problems urinating or anything like that, and I don't really have an idea of who to talk to about it...I mean would you goto a family practice doctor or like a dermatologist..is it HPV?

It could be warts.  Bumps are really hard to pinpoint because so many things can be causing them, including normal skin variations.

You can see your regular doctor, a dermatologist, or even go to an std clinic.
