bumps on the head of my penis

I have recently noticed little bumps that go all the way around the base of my corona or the head of my penis they are raised and somewhat tender to the touch.  They are not actually on the head but on outer edge of the head itself.  I have always been an advocate of safe sex and have only had un protected sex a few times but each time was with someone that i had been in a relationship with for a while.
