"Can" it happen? Maybe. "Does" it happen with any frequency? No, very rare.

womanWomen's way you are referring to (you? your partner?) actually has oral chlamyidal infection. When it does occur, transmission to a partner's urethra by fellatio is very rare.
However, nongonococcal urethritis (NG) not due to chlamydia probably can be acquired by oral sex. Some (most?) such cases may be due to bacteria that are normal in the mouth but cause problems in the urethra.
