If a woman has chlamydia in the mouth (or throat) can she transmit it to her partner if she performs oral sex on him?

"Can" it happen?  Maybe.  "Does" it happen with any frequency?  No, very rare.

Chlamydia of the throat is rare; we don't even test for it in my STD clinic.  In addition, the commercially available tests for chlamydia aren't accurate for testing the throat.  So I doubt the woman you are referring to (you? your partner?) actually has oral chlamyidal infection.  When it does occur, transmission to a partner's urethra by fellatio is very rare.

However, nongonococcal urethritis (NG) not due to chlamydia probably can be acquired by oral sex.  Some (most?) such cases may be due to bacteria that are normal in the mouth but cause problems in the urethra.
