i have a problem when my peins is hard my fore skin wont pull back .. even when its floppy its hard to pull the skin back to urinte.. there also appears to be small cuts to the fore skin also when i wake up there seems to be white stuff around the rim. i havent had sex or masterbate in 4 weeks as its sore

See a Dr, this could be a yeast infection or maybe a bacterial infection. Or if the sex was unprotected maybe a STD.
