just ongoing irritation without any obvious lesions makes it VERY unlikely it's due to genital herpes.

have you tried a topical anesthetic for help with pain relief - like dermoplast spray ( the blue can for the genital area - not the red can )? You can also buy topical lidocaine otc in the US. Sometimes keeping the area numb when it's flaring up can also help break the cycle of irritation and pain.

what are the chances that it is herpes(1 time unprotected exposure 1 min)) since 6 doctors have physically examined it and there are no vesicles ever present...just the irritated feeling/discomfort...i am freaking out about this..it started march 1...and the baths have helped but the irritation just doesnt..

Well stop putting topical antibiotics on your penis first off!!  Many times they are just more irritating than helpful.  Instead use something like eucerin cream, bag balm, zinc oxide etc on the irritated areas. When masturbating - always use a good quality lube made for that purpose like eros, astroglide, ky etc or you'll just keep irritating your penis needlessly.

When it's really irritated - try soaking in the bathtub with a packet of aveeno bath thrown in or even 2 cups of vinegar in the water to help soothe irritated skin. Then get out and go bottomless for as long as you can or just put on baggy boxers or something to reduce friction to the area and get cool drying air to the area.

This isn't likely to be a std since it's been there almost all the time. If it was herpes it would come and go with definite breaks in between symptoms.  most other std's wouldn't present with just irritation in one area as you've described.

If your symptoms are still there a few weeks from now - return to the doctor to see if additional testing is necessary.

HSV-2's symptoms are Itching, burning, tingling, bumps, in or around the genital area and occur within two to three weeks after the virus has entered the body. from what you told me it dosen't sound like genital herpes so don't worry as for the redness i can't help you there but i do know there's no skin disease which could cause that symptom.
